I don't have a bashrc file in /etc. How can I edit my directory colors?

I already changed the regular colors in the console terminal, to blue fonts and cyan background, but my directory file names and executables are default colors. They don't match it. I looked for the bashrc file in the /etc, but it's not there. I want to add ';eval dircolors /etc/DIR_COLORS'; to it, according to a website I read, so that I can change the default folder colors. My linux system setup is just a text terminal. No splash login. Thanks.I don't have a bashrc file in /etc. How can I edit my directory colors?
Check in $HOME/.bashrc also.
