i dont't in particular like that as a best answer but i was simply too busy to pick a best answer myself, i was not looking for someone to tell me what i'm not meant to do, i was lookinf for someone to answer the question, in my opinion snailpro had the best answer

The file is in computer language and you wont be able to change it to anything that is readable, you will have to try another way to do what ever it is you are doing.
You might be able to get something out of it if you open it in an Hex editor (I use XVIII) but you'll need some experience in that as well.
Also, anything that appears in [] is a character that your computer can't display. It may have an ASCII value between 0-255, just it's not readable.

.dat files are rarely text in the first place.
You'll need to find out what program created it and use that program to read it. Unfortunately, ';.dat'; is generic, it tells you nothing of what program you need.
